Board of Trustees Meeting Minutes
September 21, 2009, 7:00 p.m.
Board members present:
President: Melissa Murphy

Library Director: Dee Crowner
President Melissa Murphy called the meeting to order at the North Liberty City Council Chambers, 25 W. Cherry Street.
Approval of Agenda:
Election of new officers was added to New Business.
Public Comment:
None.
Approval of Minutes:
August 17, 2009
A motion to approve was made by Cindy Diouf and seconded by John Henk.
The minutes were unanimously approved.
Reports:
Budget –
Dee reported budget expenses are at 15.27% when was projected at 16.67%. There are 200 books on back order. Dee and Jenny Garner will be attending the Public Library Association meeting in Portland in March.
Youth and Teen Services – Andrew Frisbie:
Andrew Frisbie reported Toddler Time had Bubbles and Chalk on September 4th with around 50 in attendance. They had a good time. October 2nd will be Apple Painting, October 8th Comic Making Program, October 15th Pumpkin Carving for teens, October 30th Halloween Fashion Show will be held in the Library, and October 30th from 7p-8:30p, 5th and 6th grade dance. Trying to get the After School at Penn (ASAP) started again this year through October. If ASAP can’t be done at Penn, there is the possibility of walking the kids to the library and doing things in the library. Usage of the Rec Center van may be a possibility if bad weather.
Adult Services – Elaine Reitz:
Elaine Reitz report the Last Tuesday of the Month Book Club will be September 25th at 6:30pm. They will discuss the books that were read over the summer and what books to read during coming the year.
The Johnson County Read is Animal, Vegetable, Miracle by Barbara Kingsolver to be held October 1st at 6:30 pm. It is hopeful to have Kristina Arnold help with the program centering on the book. Kristina does a great deal with the local Farmer’s Market.
Second Annual Wine Tasting and Silent Action will be held October 30th from
7pm – 8:30pm at the Library. Everyone is welcome to come in costume. Bidding on the Silent Auction will start at the Waffle Breakfast on October 24th.
Internet Geneology Class will be held the middle of October/first part of November.
A Decorating Class, cookies and cakes, to be held in October.
The Library now has a Facebook page. There are over 90 fans.
Assistant Director – Jennie Garner:
There have been a total of 129 who applied on-line to be library patrons. 20 of those have applied since June. Not all of these applicants have completed registration.
Keeping track of the 15-minute internet stations and wireless usage is part of a statistical report done for the state. There are some systems for free or low cost to count the wireless usage being researched.

Friends
The Annual Waffle Breakfast will be held October 24th. Advance tickets are available but tickets will also be sold at the door at the breakfast. There have been about 14 or 15 crafters already signed up for tables. There is space for 30 crafters. To reserve a table, contact the library and pay in advance. The tables are on a first come, first serve basis. The Poinsettia Sale and the Used Book Sale will begin at the breakfast. It is hoped to have a revised model of the library expansion at the breakfast for viewing.
Policy Review:
Operational Policy – It was suggested to add “wireless usage” to the Internet usage section and to add the increase of the inner library loan fee. The motion to approve with the additions was made by Peggy Waters and seconded by Cindy Diouf. This was approved unanimously. There was some discussion of the library fines and decided they are appropriate.
Old Business:
Sex Offenders Against Minors Policy – There was some discussion on this policy. Dee is to review regarding the wording “registered sex offender” changed to “convicted sex offender”. This policy was approved by the City Council.
New Business:
Evaluation Form – Melissa sent out a revised Evaluation Form to the Board Members for review. Evaluations are due in November to the City Council. There was some discussion on needing an evaluation form for the Assistant Library Director. It was decided that Dee would work on this with other library staff and bring to the next meeting.

There was a motion by Peggy Waters to adjourn. Shalome Tonelli seconded. The motion was unanimously approved at 7:40 pm.
